Special vote December 9 from 2-10 p.m. on a referendum regarding a construction project which would be funded in most part by EXCEL (Expanding Our Children's Education and Learning) State Aid

WHAT: This proposed building improvement project, if approved, would provide approximately $1.468 million in school improvements, at a total cost to taxpayers of $66,050 (with additional short-term financing costs of approximately $30,000). The School District will hold a special vote on Thursday, December 9 from 2-10 p.m. for residents to vote on the necessary bonding to proceed with the project.

WHY: The District needs to make various improvements within the schools to be in compliance with current architectural and safety standards. In addition, the project would allow the District to make a series of desirable upgrades and improvements that will further enhance safety and efficiency within the buildings. The proposed capital projects would improve air quality and circulation within several of the buildings, provide for additional security cameras Districtwide, and make needed improvements to building masonry and driveways. JOHN H. GLENN HIGH SCHOOL
• Install air systems (univents) in some student and staff occupied
areas, including lower level physical education room, art room,
wood shop, weight training room, and various instructional rooms
• Upgrade fire alarm system
• Renovate High School music suite
• Upgrade stage riggings to current industry standards, replace
theatrical lighting, and refinish stage floorings
• Upgrade electrical panels (current panels are at maximum capacity)

ELWOOD MIDDLE SCHOOL
• Upgrade stage riggings to current industry standards, replace
theatrical lighting, and refinish stage floorings

JAMES H. BOYD INTERMEDIATE SCHOOL
• Install air systems (univents) in the speech room, technology
offices, and lower-level large group room
• Repave and replace lower driveway and sidewalk
• Install solar lighting on service driveway
• Repair and/or replace classroom sink cabinets

HARLEY AVENUE PRIMARY SCHOOL
• Install/replace new air systems (new unit ventilators for occupational
therapy/physical therapy room and one speech room)
• Renovate school bathrooms (near all-purpose room)
• Repair chimney masonry

DISTRICTWIDE UPGRADES AND RENOVATIONS
• Upgrade energy performance at Middle School Central Office to
improve efficiency and reduce energy costs
• Install additional security cameras throughout the District

 

What is the Cost Impact to the Local Taxpayers Over the Course of the Bond?

The proposed project will allow our District to complete $1.468 million in school improvements with a total taxpayer cost of $96,050 ($30,000 in short-term obligations and $66,050 to be financed over the life of the bond).

The TOTAL cost for a home assessed at $3,000 will be $16.41 spread over the course of the bond.*

The TOTAL cost for a home assessed at $4,000 will be $21.88 spread over the course of the bond.

The TOTAL cost for a home assessed at $5,000 will be $27.35 spread over the course of the bond.

*For example, if the length of the bond were ten years, the cost of the bond per home would be $1.64 per year. (Please note that these numbers are based on the 2010-11 assessed values and may change as assessed values change.)
